Arrest Made in an Armed Carjacking and an Officer Involved Shooting

Detectives from the Metropolitan Police Department’s Criminal Investigations Division, Agents from the Metropolitan Police Department’s (MPD) Internal Affairs Bureau, and members of the Federal Bureau of Investigation Washington Field Office are investigating an arrest made in an armed carjacking, burglary I and an officer involved shooting that occurred in the District.

On Monday, May 18, 2020, at approximately 2:11 am, in the 3900 block of Pennsylvania Avenue, Southeast, members of the Sixth District responded to assist the Prince George’s County Police Department, Montgomery County Police Department, and the Bowie Police Department who were involved in a pursuit of a vehicle wanted in multiple armed carjackings that occurred in Maryland. The pursuit ended at the listed location, when the stolen vehicle struck another vehicle. The suspect fired a weapon at responding officers. Officers returned fire and the suspect was struck. The suspect fled the location and officers pursued the suspect on foot. During the foot pursuit, the suspect forced entry into an occupied residence at the listed location and barricaded himself in the residence. Members of the Emergency Response Team responded and apprehended the suspect without incident. The suspect was transported to an area hospital for treatment of non-life threatening injuries. There were no additional injuries reported and the occupants of the residence were not harmed.

On Monday, May 18, 2020, 40 year-old Tywan Cummings, of Southeast, DC, was arrested and charged with Assault on a Police Officer while Armed, Unlawful Discharge of a Firearm, Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Armed Carjacking (Gun), Burglary One, Kidnapping, Unauthorized Use of Vehicle, Leaving After Colliding, Destruction of Property, Attempt to Flee Law Enforcement Officer, Felon in Possession, Carrying a Dangerous Weapon- Felony, Fugitive From Justice, Possession of a Large Capacity Ammunition Feeding Device, and First Degree Cruelty to Children.

The MPD officers involved have been placed on administrative leave, pursuant to MPD policy. The body worn camera footage from the scene is currently under review. The officers involved from the Maryland jurisdictions have been placed on administrative leave, pursuant to their respective departments’ policies.
