Mayor Bowser Announces Lamont Carey as Acting Director of the Mayor’s Office of Returning Citizen Affairs

(Washington, DC) – Today, Mayor Muriel Bowser announced the appointment of Lamont Carey as Acting Director of the Mayor’s Office of Returning Citizen Affairs (MORCA).
A native Washingtonian and Ward 5 resident, Mr. Carey comes to the Bowser Administration after serving as CEO of the nonprofit, Contact Visits. At Contact Visits, Mr. Carey developed curriculums to support new programs for program design and creation of on-site entrepreneurship and creative arts programs. He has facilitated sessions for returning citizens, including life skills training, decision making, and anger management programs, and created programs to train attendees in employment readiness, job placement, permanent housing, counseling services for behavioral, addiction, and mental health issues. As a returning citizen, Mr. Carey faced and overcame similar challenges facing the returning citizen community, including rebuilding relationships with family, identifying housing, obtaining employment, and implementing his plans for success. Mr. Carey completed coursework in Business Management at the University of the District of Columbia and Hagerstown Community College, and completed coursework at Prince Georges Community College.
